Information on the Recycled Fibre Levy

The Recycled Fibre Levy is a cost recovery for us. The current economic conditions are impacting the flow of commodities and credit. All commodities globally have been volatile for some time, and cardboard is not immune. Recyclers overseas have begun reviewing their demand for raw material, which has resulted in a frenzy of freefalling prices and a collapse of the normal order levels. China’s cut backs on production have reduced their need for secondary fibre, resulting in an oversupply of fibre in the North American market. As the demand has declined, the pricing has plummeted below industry cost to process and market this material. This has resulted in a charge to handle these recyclable materials in some markets. The supply and demand for fibre is expected to remain unstable for some time, but once the demand increases we expect pricing to turn as well.We used to get paid up to $100/mt and this revenue offset the cost of service. Now we’re paying to dispose of cardboard, or at best disposing of it for free; we need to recover these additional charges. No one is happy about having to do this, but all haulers are facing the same situation.
Hopefully the markets will bounce back shortly, but until then, the Recycled Fibre Levy is the only way to recover costs.
